Erin C. Fuse Brown, J.D., M.P.H., is a Professor of Health Services, Policy & Management with the Center at Brown University School of Public Health and a faculty member of the Center for Advancing Health Policy through Research. She specializes in health law and policy and legal translation of health services research. Her research focuses on health care finance, competition policy, consolidation, private equity investment, corporatization, regulation, consumer protection, and cost-control. Professor Fuse Brown’s work has influenced health policy at the state and national levels. She has testified before the Senate Judiciary Committee, Federal Trade Commission, and state legislative committees, and she has consulted with the National Academy for State Health Policy, Milbank Memorial Fund, and federal and state policymakers on legal and policy strategies to protect health care consumers, control health care costs, and address health care consolidation. Prior to coming to Brown, she was the Catherine C. Henson Professor of Law and Director of the Center for Law, Health & Society at Georgia State University College of Law. She received a J.D. from Georgetown University, an M.P.H. from Johns Hopkins Bloomberg School of Public Health, and a B.A. from Dartmouth College.

Erin Fuse Brown is a leading expert in health law and policy. Her research focuses on the intersection of health care finance and delivery and administrative law. She has studied health care consolidation, health care costs, health reform, private equity in health care, Medicare Advantage payment policy, consumer protection, surprise medical bills, federalism and state health policy and ERISA preemption.
Professor Fuse Brown is one of five casebook authors for the 9th Edition of Health Law, published in 2022 by West Academic. Her work has been published in leading legal and health policy publications, including Stanford Law Review, University of Pennsylvania Law Review, Washington University Law Review, UC Davis Law Review, Indiana Law Journal, Hastings Law Journal, Harvard Journal on Legislation, the New England Journal of Medicine, JAMA, Health Affairs, Health Affairs Forefront, Annals of Internal Medicine, Milbank Quarterly, American Journal of Managed Care, Journal of Health Policy, Politics & Law, AMA Journal of Ethics, the Journal of Law, Medicine & Ethics, and the American Journal of Public Health, among others.
Professor Fuse Brown’s work has influenced health policy at the state and national levels. She has testified before the Senate Judiciary Committee, the Federal Trade Commission, and state legislative committees. Fuse Brown has consulted with the National Academy for State Health Policy, the Milbank Memorial Fund, 32BJ health Fund, the Catalyst for Payment Reform, and individual states on legal and policy approaches to address health care consolidation, surprise medical bills, ERISA preemption, health care price transparency and data collection, and prescription drug prices. She has been the keynote speaker at the National Academy for State Health Policy’s annual conference and a plenary speaker at the Academy Health Policy conference. She serves on advisory boards for the New England Journal of Medicine, of the Tradeoffs Podcast, and the Robert Wood Johnson Foundation Financialization in Health Care research committee.
Professor Fuse Brown has received grants from Arnold Ventures to conduct policy translation on topics including Medicare Advantage payment reform, health care consolidation and prices, and private equity investment in physician practices, out-of-network air ambulance bills, and health care ownership transparency. She served as co-investigator on a grant from the National Human Genome Research Institute from 2014-2017 to study legal protections for participants in genomic research.
